Development of local campaigns and activities to improve
knowledge of climate impacts as well as variety of
transformative approaches to adaptation - e.g. school and
university competitions, advertising campaigns etc.

correspond with shifting hydro-climatic baselines.
Development of access to bridging organisations with
cross-scale and multi-disciplinary/sector foci for fostering
trust horizontally and vertically.
Better matching of levels of autonomy with resources
capacity or access to capable networks to enable
better mobilisation of plans of action in extreme
periods amongst rights holders or municipalities.

balanced focus on both these aspects, not just
