In the second decade of the twenty-first century, will people possibly enter the
Fourth Revolution? This interesting question was raised by the Director of the
UNESCO Asia-Pacific Regional Bureau in an International Conference held in
China in 2009. The network and its services such as Google and email as well as
a large number of new products like Wikipedia, Skype, Facebook, and Twitter are
penetrating more deeply and comprehensively in the way we are living, learning,
and working. With these new ICT applications in education, the study in some
countries will be conducted outside traditional classes; hence, there will be some
renovation in learning methods such as mobile learning and ubiquitous learning.
