Despite promises, official designation as a national park or sanctuary does not
guarantee protection from development or poaching. Local farmers, hunters and
moneyed interests often circumvent conservation efforts. Enforcement of environ-
mental regulations lacks political will and proper funding. Foreign visitors are often
confused by Ko Chang, Ko Samet and Ko Phi-Phi's protected status despite their
development as beach resorts. In some cases private ownership of land pre-dated
the islands' protected status, while in other cases rules are bent for powerful
people.
