visitors increased significantly between 1995
and 2003, breaking the one million visitor mark
for the first time. Importantly, more Finns were
encouraged to stay in overnight accommodation
with an increase of 230% from 1995 to 2003
accounting for 61% of the market (Table 13.4).

In order to manage the development of the
industry, the Estonian government published a
strategy to chart a course for the future direction
of the industry to 2005. The stated objectives
listed were:
The strategy identified that the key target
markets for Estonia were Finland, Sweden,
Russia, and the more distant markets of Germany
