as they were not able to check flows of travellers
and goods. After a short period of toleration, in
August 2004 Slovak and Polish authorities
started to enforce the original travel regulations.
The small cross-border regime was allowed only
for inhabitants of border areas (MVSR, 2004a).
Other travellers had to use the approved border
crossings. The full liberalization of travel between
Poland and Slovakia should take place with
their entry into the Schengen club in 2006/2007
(MVSR, 2004c).
As a European Union (EU) candidate,
Slovakia needed to comply with the Schengen
Treaty requirements before EU entry. These
included securing the EU's external border,
preventing illegal immigration and introducing
a visa regime for non-member countries, includ-
ing Ukraine (MVSR, 2004a, 2004b, 2004c).
