6.1 BACKGROUND ANDMOTIVATION
In the last 50 years, developing countries have witnessed the dramatic
population growth. Moreover, many countries, especially those that are
developed, are facing the clear trend of population aging due to longer
life expectancies. These occurrences make the shortage of health care
and medical resources more and more obvious and severe. Furthermore,
the inconsistency between the per-capita level of medical resources and
the growing demand from people for health care is becoming more
serious. The growth of total population and the trend of aging have a
significant impact on the structure and pattern of health care services.
Thus the construction of new service systems that help provide more
efficient health care services for people with limited medical resources
has emerged as a serious and urgent challenge.
The problems faced in the field of health care such as the aging of
population, the increase in the number of chronic patients, the rise in
medical expenses, and the need to improve the quality of medical
