Article 47(2) of the Wine Regulation requires that Member States shall ensure
that any operator complying with Chapter IV of the Wine Regulation is
entitled to be covered by a system of controls.
4. Declaration by operators
Article 24 of Commission Regulation (EC) No 607/2009 requires each opera-
tor wishing to participate in all or part of the production or packaging of a
product with a PDO or GI to be declared to the competent control authority
referred to in Art 47 of the Wine Regulation.

5. Certification bodies
Article 48(3) of the Wine Regulation requires the certification bodies referred
to in Art 48(1) (b) and Art 48(2)(b) to comply with, and from 1 May 2010 be
accredited in accordance with, the European standard EN 45011 or ISO/IEC
Guide 65 (General requirements for bodies operating product certification
systems).

Article 48(4) of the Wine Regulation requires such authority or authorities to
offer adequate guarantees of objectivity and impartiality and have at their
disposal the qualified staff and resources needed to carry out their tasks.

6. Annual verification
(a) Testing
Article 25(1) of Commission Regulation (EC) No 607/2009 requires that the
annual verification carried out by the competent control authority as referred to
in Art 48(1) of the Wine Regulation shall consist of:

(a) an organoleptic and analytical testing for products covered by a designation of
origin;
(b) either analytical testing only or both organoleptic and analytical testing for
products covered by a GI; and
(c) a check on the conditions set out in the product specification.
i. Analytical and organoleptic testing
Article 26 of Commission Regulation (EC) No 607/2009 provides that the
analytical and organoleptic testing referred to in Art 25(1)(a) and (b) consists
of:
