7. Animal feed

Article 1(1) of the Draft Delegated Regulation, provides that for the purposes
of Art 5 of Regulation (EU) No 1151/2012,
feed shall be sourced entirely from within the defined geographical area in respect of
products of animal origin the name of which is registered as a protected designation of
origin. Insofar as sourcing entirely from within the defined geographical area is not
technically practicable, feed sourced from outside that area can be added, provided that
the product quality or characteristic essentially due to the geographical environment are
not affected. Feed sourced from outside the defined geographical area shall in no case
exceed 50% of dry matter on annual basis.

One example of a PDO involving materials coming from outside the area is the
specification of Parma ham, which allows for the pigs to come from an area
which is larger than the area in which Parma ham may be produced. Interest-
ingly, with climate change, an argument will be made that raw materials should
be sourced from new areas which enjoy the biological features of the original
area, eg grapes for protected 'CHAMPAGNE' wine coming from southern
England.
8. Geographical indication
3.67
Article 5(2) provides that for the purpose of this Regulation, 'geographical
indication' is a name which identifies a product:
(a) originating in a specific place, region or country;
(b) whose given quality, reputation or other characteristic is essentially attributable to
its geographical origin; and
(c) at least one of the production steps of which take place in the defined geographical
area. 51

A number of cases under Regulation 2081/92 have addressed the definition of
PGIs.

510/2006 of 20 March 2006: (b) 'geographical indication' means 'the name of a region, a specific place or, in
exceptional cases, a country, used to describe an agricultural product or a foodstuff:
- originating in that region, specific place or country, and
- which possesses a specific quality, reputation or other characteristics attributable to that geographical
origin, and
- the production and/or processing and/or preparation of which take place in the defined geographical
area.'
