A supervening concern for the EU was the impact of the global financial crisis
of 2007/08 on economic growth. Its major response was the announcement of
the Europe 2020 policy as the EU's growth strategy for the decade from 2010 to
2020. A central feature of this policy was the prioritisation of innovation. In this
area agricultural product quality policy was identified to 'provide producers with
the right tools to better identify and promote those of their products that have
specific characteristics while protecting those producers against unfair prac-
tices'. 18 Responding to this priority on 21 November 2012 the European
Parliament and the Council promulgated Regulation (EU) No 1151/2012 on
quality schemes for agricultural products and foodstuffs. 19

On 29 July 2013 the EU notified the WTO of a draft Commission Delegated
Regulation, together with the draft Commission Implementing Regulation
laying down rules for the application of Regulation (EU) No 1151/2012. 20 The
two draft Commission Regulations will replace the Commission Regulation
(EC) No 1898/2006 of 14 December 2006 laying down detailed rules of
implementation of Council Regulation (EC) No 510/2006 21 and Commission
Regulation (EC) No 1216/2007 of 18 October 2007 laying down detailed rules
for the implementation of Council Regulation (EC) No 509/2006. 22
3.07
The provisions of Council Regulation (EC) No 1151/2012 are detailed below,
together with the draft Commission Implementing Regulation laying down
rules for the application of Regulation (EU) No 1151/2012 and relevant
judicial determinations. References to 'the Regulation' are to Council Regu-
lation (EC) No 1151/2012.

1. Promotion of agricultural diversity
