Dublin Statement on
Water and Sustainable
Development - the 'Dublin
Principles' (1992)
An action agenda was developed
based on 4 guiding principles,
adopted as a precursor to 'Rio'.
Recommended actions were aimed
towards:
• Alleviation of poverty and
disease
• Protection against natural
disasters (e.g. floods and
droughts)
• Water conservation and reuse
• Sustainable urban development
• Agricultural protection and
rural water supply
• Protecting aquatic ecosystems
• Resolving water conflicts
Implementation would require
investment in the knowledge base
and capacity building.

conference in Dublin in
January 1992
1: Fresh water is a finite and vulnerable resource,
essential to sustain life, development and the
environment
2: Water development and management should be
based on a participatory approach, involving users,
planners and policy-makers at all levels
3: Women play a central part in the provision,
management and safeguarding of water
4: Water has an economic value in all its
competing uses and should be recognised as an
economic good

Broad outcomes regarding the
environment were reflected in the
Rio Declaration on Environment
and Development.
It has three main goals: the
conservation of biological
diversity, the sustainable use of
its components, and the fair and
equitable sharing of the benefits
from the use of genetic resources.
