For efficiency, design of monitoring programmes seeks to achieve both
operational and longer-term performance evaluation purposes in the most
integrated way possible.
Completing the logic model
Finalisation of performance indicators, monitoring programmes and evalu-
ation approach allows the logic model set out in Table 3.3 (Chapter 3) to be
completed. This sets out transparently and logically what the water resource
plan intends to achieve, how it intends to do so, key assumptions about
matters outside the scope of the plan, and how success will be measured and
evaluated.
The entire logic framework aims to identify priorities and strategi-
cally place resources to get the most benefit, within the limit of resource
constraints. Monitoring and evaluation complete this providing for ongoing
adaptive improvement.
