Civil Engineering Reference
In-Depth Information
The project manager's project team includes:
assistant project manager or site manager
planning engineer
senior quantity surveyor
design team co-ordinator
The site project team can obtain advice from, or discuss problems with, their project
manager, and also consult with their superiors at head office.
Many references to matrix management indicate the possibility of creating divided
loyalties between members of the project team and their functional supervisors. This
situation is often more evident with the senior site quantity surveyor who has a loy-
alty to both the commercial manager and the project manager.
A matrix diagram included in many references is illustrated here.

Matrix management
Definition - A style of management where an individual has two reporting supervisors (bosses) one
functional and one operational.
This is a common feature seen in project management, where an engineer, for example,
reports to the chief engineer functionally and to the project manager on operational
project issues.
Generally the reporting relationship is stronger because the functional manager
controls the individual's evaluation.
For a matrix management style of organisation to be effective, the functional and
operational managers must have equal weight in controlling the individual in
their matrix.
