11.8 Project manager's involvement at pre-contract stage
Many large companies develop project teams for undertaking both medium and
larger projects. It is common practice to appoint the project manager during the
pre-contract period, some 6-8 weeks prior to the commencement of work on site.
During the pre-contract period the project manager may be involved in:
Preparing the contract programme with the appointed planning engineer.
Familiarity with the programming software is an essential requirement of this pro-
cess. In this case the manager should be capable of using Power Project (Asta
Developments Software package).
Preparing schedules of information requirements based on the contract programme.
Preparing the short term planning for the first 4 to 6 weeks of the project.
Preparing the site layout plan, access roads and material storage areas.
Organising the movement of office accommodation and plant for the initial work
stages.
The preparation of a site safety plan and method statements for the initial opera-
tions on site.
Ensuring all statutory notices have been served ie water supply, electrical supply
to cabins and telephones.
Agreeing a workable cost budget for labour and plant.
Attending the pre-contract meeting with the client, design team and contractors
personnel involved in the project.
11.9 Project managers responsibilities during the project
To act as the contractor's representative with respect to the client. All communica-
tions should be directed through the project manager.
To manage the project on a daily basis with respect to all site based personnel.
Certain responsibilities may be delegated to assistant site managers and site
supervisory personnel.
To maintain daily records. This includes:
Daily site diary.
Record of maximum and minimum temperatures.
Visitor records.
Labour, plant and materials movement.
To ensure implementation of the site safety plan and safety records. All safety registers
are to be maintained with regard to site inspections of excavations and scaffolds etc.
To manage all site meetings with regards to the client and subcontractor's. This
includes producing progress records and proposals to reduce delays to the con-
tract programme.
To overview the project cost and value position with the project surveyors on a
monthly basis.
To maintain the safety file during the project for handover to the client on completion.
The monitoring of progress during the project is an essential part of the managers
responsibility. Assistance may be provided by a visiting site planning engineer
responsible for updating and preparing accelerated programme proposals.
