The law stipulates that violations of federal pesticide recordkeeping re-
quirements will require the imposition of a fine not to exceed $500 for the first
violation and a fine of not less than $1000 for the second violation unles sit is
determined that a good faith effort to comply was made.
b. Reduction of Waiver of Fees for Pesticides Registered for Minor
Agricultural Uses
The 1990 Farm Bill also amended FIFRA to allow the administrator of
the Environmental Protection Agency (EPA) to reduce or waive the payment
of fees for a pesticide that is registered for a minor agricultural use if it is de-
termined that the fee would significantly reduce the availability of the pesticide
for the use.

Voluntary Cancellation
The Farm Bill also amended FIFRA to allow a registrant to request that a
pesticide registration be canceled or amended to terminate one or more uses. In
the case of a minor use pesticide, if the administrator determines that the
cancellation or termination of uses would adversely affect the availability of
the pesticide for use, 90 days must be given for affected parties to comment on
the proposal. During the 90-day comment period, the registrant may enter
into a transfer of registration agreement with a third party that would allow the
continued registration of the minor use.

Pest Control
This policy establishes a study to allow USDA and EPA to identify
available methods of pest control and pest control problems. It also directs the
secretary to develop Integrated Pest Management (IPM) methods.
e. Inter-Regional Research Project Number 4 (IR-4) Program
The IR-4 program was established to assist in the collection of residue and
efficacy data in support of the registration and reregistration of minor use
pesticides and tolerances for residues under FIFRA.
