• Nocarrierbagsshallbemadeavailablefreeofcosttoconsumers.Themunicipal
authority may determine the minimum price for plastic carrier bags, and
• Directingthemanufacturerstoestablishplasticwastecollectioncentres,either
collectively or individually, in line with the principle of 'extended producers'
responsibility.
The new rules stipulate provisions for marking or labelling to indicate name,
registration number of the manufacturer, thickness and also to indicate whether they
are recycled or compostable.
Some of the rules for plastic waste management are:
• Recycling,recoveryordisposalofplasticwastecarriedoutandtherecycling
facilities set up by the recyclers shall be run by the rules, regulations and standards
stipulated by the Central Government and in accordance with the Indian Standards
as amended from time to time.
• Themunicipalauthorityshallberesponsibleforsettingup,runningtherecycling
operation and co-ordination of the waste management system and the plastic
waste collection centres which are used for the associated functions.
• Themunicipalauthorityconcernedshallensurethattheresiduesgenerated
from the recycling processes are disposed of in compliance with Schedule II
(Management of Municipal Solid Wastes) and Schedule III (Speciications for
Landill Sites) of the Municipal Solid Wastes (Management and Handling) Rules,
as amended from time to time.
• Themunicipalauthorityshallencouragetheuseofplasticwastebyadopting
suitable technology such as in road construction, co-incineration and so on,
ensuring that the use of such technology shall be in compliance with the standards
including pollution standards proscribed by a competent authority.
• Eachplasticcarrierbagandmulti-layeredpackageshallhavethefollowing
information printed in English or in the local language:
• Name,registrationnumberofthemanufacturerandthickness(incaseof
carrier bags), and
• Nameandregistrationnumberofthemanufacturerformulti-layered
packaging.
• Eachrecycledcarrierbagshallbearalabeloramark'recycled'andshallconform
to the IS 14534 [53], as amended from time to time.
