Nevertheless, the organisational development and reform of IMO is truly
remarkable. The organisation
s expanding competence in the field of marine
environment is not only achieved through internal organisational expansion
and development, but also greatly influenced by external factors like the
adoption of umbrella legal instrument UNCLOS and the inclusion of the
IMO as the competent international organisation responsible for further
development of international standard for the prevention of marine pollution.
