2.3.2 Council
The Council is the second organ in the IMO hierarchy. There were many amend-
ments regarding membership of the Council. Initially, this executive organ of IMO
was mainly dominated by developed maritime States. However, gradual expansion
of membership somewhat changed the dynamic. As will be discussed in the
subsequent chapters, the expansion of membership in itself is not enough to ensure
greater participation of developing countries, particularly least developed coastal
States. At present, the Council consists of 40 members elected by the Assembly. In
electing the Council members, the Assembly must ensure the representation of the
following members:
