transmission are not required to include the dollar costs of producing, operating, and maintaining
them in pricing. Consequently, the dollar costs for utilizing electric transmission must be consid-
ered “moderate” and added to the other costs of using a fuel technology that requires high-voltage
transmission. Although the materials for producing them are all available in the United States, the
national security costs for utilizing bulk electric power transmission networks must be considered
“high” due to their great vulnerability and attractiveness to terrorist attack. Transmission facilities
make extremely attractive targets for terrorists because their destruction could cause widespread
disruption of the American society and economy.
