The maturity model acts as a framework and as a tool to assess an orga-
nization's current state of data governance effectiveness and gain insight
on how to establish the governance plan.
he MDM Institute defines data governance as “the formal orchestra-
tion of people, processes, and technology to enable an organization to
leverage data as an enterprise asset.” The MDM Institute presents a data
governance maturity model that consists of four levels of maturity: Basic
(anarchy), Foundational (IT monarchy), Advanced (business monarchy),
and Distinctive (federalist).
ARMA International's information governance maturity model recog-
nizes that information is one of the most vital, strategic assets organiza-
tions possess. Organizations depend on information to develop products
and services, make critical strategic decisions, protect property rights, pro-
pel marketing, manage projects, process transactions, service customers,
and generate revenues. The maturity model is useful to organizational
leaders to identify the gaps between the organization's current practices
and the desirable level of maturity, assess the risks to the organization,
based on the gaps, help in determining whether additional information
and analysis is necessary, and help in developing priorities and assigning
accountability for further development of the program.
The information governance maturity model is based on the eight
GARP® (generally accepted recordkeeping principles): accountability,
transparency, integrity, protection, compliance, availability, retention,
