development and a mutually beneficial commitment to achieving objectives is
likely to be maximized;
it is more sustainable: people brought into the process feel part of the develop-
ment, thus gaining their consensus for future development;
development is seen as more transparent, responsive and accountable by local
communities.
There is no all-encompassing model or tool kit for effective stakeholder participa-
tion. Effective stakeholder participation depends upon a variety of place-specific social,
economic and environmental criteria. Nevertheless, stakeholder analysis is a tool that
may help an airport discover its key stakeholders. It is the first step in helping to
decide who should be encouraged and assisted in participating. Stakeholder analysis
aims to:
identify and define the characteristics of key stakeholders;
assess the manner in which they might affect or be affected by development/
expansion;
understand the relations between stakeholders, including an assessment of the
real and potential conflicts of interest and expectation between stakeholders; and
assess the different capacity of stakeholders to participate.
Key airport stakeholders
The main stakeholder groups with an interest in airports are as follows:
government;
airport company;
employees;
airport service partners (especially airlines);
local authorities;
the travelling public;
communities affected by airport operations;
NGOs, such as environmental bodies;
business, commerce, tourism, arts, sports and education organizations;
providers of other transport services in the area; and
airport suppliers.
The main interests of airport stakeholders?
The multiplicity of interests that exist within airport stakeholder environments sug-
gests that a number of divergent agendas need to be satisfied. The following list of
questions may help to inform future stakeholder analyses, with the objective of
enhancing airport community relations:
What social and economic benefits of the airport accrue to each stakeholder group?
Are they being optimized/maximized?
What are the costs of the airport's operation and development to each?
