is that the architect cannot issue a certificate unless the quantity surveyor has first issued
a valuation. The status of the quantity surveyor's interim valuation is significantly raised
when fluctuation clause option C is used. What it means is that the valuations which must
precede the interim certificates are made in order to state the amounts which are to go in
the interim certificates. This effectively removes the architect's power to issue an interim
certificate in a sum different from that in the interim valuation.
