Roger II was a keen intellectual whose court was unrivalled for its exotic splendour and
learning. His rule was remarkable for his patronage of the arts, and also for his achieve-
ment in building an efficient and multicultural civil service that was the envy of Europe. He
also enlarged the kingdom to include Malta, most of southern Italy and even parts of North
Africa.
