CIO groups. Segmenting respondents in this manner resulted in two groups for the IT vision
contextual setting:
Transform ( n = 26)
Nontransform ( n = 14)
Using the 10-point scale described above, a profile was developed for both the
transform and nontransform IT unit CIO groups (Table 3). Each profile consists of those
factors and activities within the six dimensions of the competence framework that at least two-
thirds (³67%) of the group respondents rated critical (i.e., 8, 9, or 10). The results of the
comparative analysis of the CIO competence ratings for the “Transform” and “Nontransform”
CIO groups are presented next.
Critical Factors
As illustrated in Table 3, the two groups differ substantially in terms of the number of
factors (i.e., business, human, and technical) that they feel are critical for them to focus on.
For example, across the three knowledge-based dimensions, a total of 17 factors emerged as
critical in the Transform CIO profile, while only seven factors emerged as critical in the
Nontransform CIO profile. The two groups also differ in terms of the types of critical factors
and the extent to which the group feels that a given factor is critical (see percentages to the
right of each critical factor listed).
Focus on Business Factors
Four of the 12 business factors emerged as critical in both of the IT vision CIO profiles:
Agency mission
Agency objectives and goals
Top-level managers
Internal constituencies
Focusing on the principal aim “agency objectives and goals” is the most critical
business factor out of the total of 10 that emerged in the Transform CIO profile. This factor
ranks fourth out of the four critical business factors that emerged in the Nontransform CIO
profile. In contrast, the principal aim “agency mission” is the most critical business factor out
of the four that emerged in the Nontransform CIO profile. This factor ranks third out of the
10 critical business factors that emerged in the Transform CIO profile. The key group “top-
level managers” is the second most critical business factor for both groups.
In addition to the four listed above, six other business factors emerged as critical in the
Transform CIO profile that are absent from the Nontransform CIO profile:
Agency policies
External constituencies
Program decision made outside the IT unit
Agency resources
Government policies and regulations
Middle-level managers
