The act empowers the Federal Government to legislate ordinances aiming to
reduce the energy consumption in buildings. Since then, ordinances that
pose energetic requirements on buildings and their appliances can be
legislated based on the EnEG

This ordinance first time gave energy saving requirements through thermal
insulation in buildings
Heating plant operation ordinance
