Choose Edit > Free Transform. Drag the ellipse so that a bright area appears above
the model's head and out towards the edges of the picture.

Soften the edges of this bright selection, so that it looks more like a spotlight, by
clicking the Mask icon in the Layers Adjustment properties and increasing Feather
to 250px (
