To restrict the color so that it affects only the eye, click the Clipping Mask icon

in the Hue/Saturation properties. Then adjust the Hue slider to
choose a color for the eye. Also adjust the opacity of the Hue/Saturation adjust-
ment layer until you achieve the look you're after.
