: — indicates not available. PASSCO has been selling wheat on credit to deficit provinces and public sector agencies, whereas the Provincial Food De-
partments sell to private flourmills against advance payments and therefore, PASSCO has to borrow more funds to finance the receivables. The difference be-
tween the procurement incidentals of the Food Department and PASSCO, which in the past was quite substantial, has narrowed in recent years.
