“urban sprawl” that we all criticize is in fact a reflection of our own perceived
needs and represents the response of the marketplace to that demand. The pattern
of land use resulting from these perceived demands is one in which growth
frequently has followed the sewer rather than the opposite pattern. The building
of sewers in many relatively undeveloped communities has been a guarantee of
future growth and greater density of units, as the constraint of on-site sewage
treatment is overcome.
