The flooding impacts on the riparian channel could be estimated by the increase
in bankfull flow from once in 18 months to once a month, carving the stream and
degrading fisheries habitat. While still supporting an excellent trout population
(with restocking), water quality has continued to deteriorate as land uses change.
A program was prepared for implementation by local governments for the use
of both nonstructural and structural stormwater management measures, but was
met with resistance by development interests, resulting in a series of litigations
in county and state courts.
The various solutions were supported by the County Conservation District,
the Valley Forge National Park, Trout Unlimited, conservation groups, and the
municipalities, and the BMP effectiveness was monitored with the use of rapid
bioassessment protocol to evaluate the suitability of methods. The watershed was
subdivided into 40 subareas with over 120 detention basins, and their long-term
impact on watershed hydrology was evaluated and modeled.
