British Columbia has also been at the forefront of Canada's recent microbrewery
surge. It's taken years, however, for Vancouver to begin catching up to Victoria and its
surfeit of tasty beer makers. The 'no fun' label hasn't been far from the lips of some
locals; Vancouver ale fans blame the slow pace on city bureacrats. An associated issue
has been liquor licensing, primarily controlled by the province rather than the city,
which has seen local movie houses and theaters struggle to gain the ability to sell alco-
hol to their patrons. Whatever the reasons behind this, Vancouver - according to many
locals - simply has far too many rules. Which partly explains why the city's mooted
public bike-share program is taking a while to get moving: helmets are mandatory here,
which makes success a greater challenge.
