1. Every maintenance department must have a manager. Since the
maximum number of people that can be effectively managed by one
individual is 10, assistant maintenance managers and/or craft su-
pervisors must be added as the size of the department increases.
2. Assistant maintenance managers are required when the department
must be organized on a functional basis. For example, on assistant
manager may be responsible for maintenance planning, another for
maintenance procedures, a third for staff development and training,
etc. Typically, only the larger facilities require assistant managers.
