TELEPHONE
There are thousands of pay telephones lining the streets, but many are out of order. Man-
hattan's telephone area codes are 212, 646 and 917; in the four other boroughs
they're 718, 347 and 929. You must dial 1 + the area code, even if you're
calling from a borough that uses the same one you're calling to.
The city's 311 service allows you to dial from anywhere within the city for info or
help with any city agency, from the parking-ticket bureau to the noise complaint depart-
ment.
