The Flats WATERFRONT

River, has had a checkered life. After years of neglect, it's on the upswing once again.
Developers poured $500 million into the East Bank for a waterfront boardwalk, restaur-
ants, bars, an Aloft hotel and concert pavilion, all opened in 2013.
