get close to the top of the model in FigureĀ  5.4. On the other hand, the govern-
ment expects to have control power (shown on the lower-left corner of the model)
because of their highest conservation concern and (see the bottom right of the
model) because of the highest profits from tourism. Is indigenous sovereignty for
the Marsh Arabs the only option for them to keep their cultural and economic sur-
vival? Where is the compromise situation located in the model? Questions can be
examined in the model depending on different geographic and cultural contexts.
Using this model as a tool rethinks the relationship among government, tourists,
Marsh Arabs, and their culture.
