For all the protected areas in Jordan, virtually all the new tourism-related jobs (tour
guides, rangers, campsite managers, cooks, cleaners, receptionists, shop managers,
etc.) are for the local communities (Johnson 1997). Experts are not brought in from
Amman. If there are no local individuals with the technical capability, the RSCN
works on the counterpart system in which they send off someone for a few months or a
year to another protected area location from which, fully trained, they then return back
to their homes and work within their own community. In this approach, it is significant
to understand that ecotourism is therefore being used as a tool for conservation rather
