and deforestation all continue within the so-called protected core zones. Also, these
core areas seem to have been drawn on a map based solely on ecological attributes
and as a result bear no relation to the hundreds of people who have been living there
for decades, making their livelihoods by exploiting wetland resources. There is also
confusion concerning federal and local authority and who ultimately has the respon-
sibility for managing and enforcing the park bylaws.
Parks Watch International has taken a polarized viewpoint of stating that abso-
lutely no humans should be allowed to reside within the core zones, and has called
for rezoning the reserve to create clarity in the management of overlapping uses
