The political changes in 1990 established a new constitution that
included reforms to legislature, voting laws, and the executive branch
of government. Women were granted access to political activities, and a
quota was established to ensure female participation in Parliament. As
the Speaker of the Nepalese lower House Parliament, Chitralekha Yadav
(above) is the highestᆳranking female in the Nepalese government.
THE PEOPLE'S WAR
Nepal's citizens had high expectations. Over time, people beᆳ
came disenchanted with the pace and direction of change. In
1994, a radical leftist party called the Communist Party of Nepalᆳ
Maoist (CPNᆳM) was formed, led by Pushpa Kamal Dahal, a
Brahmin of modest means from the Chitwa District. In 1996,
CPNᆳM, or the Maoists, presented a list of 40 demands related
to “nationalism, democracy, and livelihood,” including the elimᆳ
ination of discriminatory treaties such as the 1950 NepalᆳIndia
Treaty, which controlled the distribution of water and electricity
and the delineation of the border between the two countries.
