Region
China's vastness brings about great regional differences in economic development.
At different stages of economic development, the difficulties in realizing the targets
are totally different. Therefore, taking regional differences into account and deter-
mining proper reduction targets for energy intensity based on the actual economic
situation is a Gordian knot in the 12th Five-Year Plan.
To eliminate the regional imbalance of emission reductions, the National Devel-
opment and Reform Commission, based on the goal of a 16 % reduction in national
