August, 2009 Chinese Premier Wen Jiabao convened an executive meeting of the State Council
at which he put forward six policies for developing the low-carbon economy and
explicitly incorporated CO 2 emissions intensity into national economic

Change Challenge delivered at the opening ceremony of the United Nations
Climate Change Summit, said “We will step up our efforts to develop the green

The Executive Meeting of the State Council determined the goal that China's CO 2
emissions per unit of GDP by 2020 shall be cut 40-45 % from the 2005 level, a
