Member States decide on a case-by-case basis that this is not feasible and inform the
public of their decision.
4. Before 21 July 2004, Member States shall communicate to the Commission, in
addition to the measures referred to in paragraph 1, separate information on the types
of plans and programmes which, in accordance with Article 3, would be subject to an
environmental assessment pursuant to this Directive. The Commission shall make this
information available to the Member States. The information will be updated on a
regular basis.
Article 14. Entry into force
This Directive shall enter into force on the day of its publication in the Official Journal of
the European Communities .
Article 15. Addressees
This Directive is addressed to the Member States.
