13. Any change or extension of projects listed in Annex I or Annex II, already authorized,
executed or in the process of being executed, which may have significant adverse
effe c ts on the environment;
Projects in Annex I, undertaken exclusively or mainly for the development and
testing of new methods or products and not used for more than two years.
