trying to determine what plans and programmes are covered by the Directive's complex
definition, but it is clear that local and regional development plans and Local Transport
Plans will require SEA, as will many Community Strategies. SEA guidance has already
been prepared for English local and regional land-use plans (ODPM 2003), Scottish
development plans (Scottish Executive 2003) and Local Transport Plans (DfT 2004).
