this is still probably the weakest step of the process in many countries. Discretionary
measures are not enough; monitoring and auditing need to be more fully integrated into
EIA procedures on a mandatory basis.

1. Early drafts of the EC Directive did include a requirement for an ex-post evaluation of EIA
projects. Section 11 of the 1980 draft (CEC 1980) stated that the competent authority should
check at set intervals whether the provisions which are attached to the planning permission
are observed or adequate, or other provisions for environmental protection are observed, and
whether additional measures are required to protect the environment against the project's
impacts.
