Development of
mCCHP-SE-RES system,
using renewable energy available in the southeastern region of Romania has two
global requirements:
the experimental couple building
to be inhabited, offering all comfort conditions of a house;

The conceptual framework includes the following main components:
Local needs analysis for the experimental building with mCCHP system;

Obtaining legal conditions to permit the experimental building construction;
￿

1.1 Local Needs Analysis for the Experimental Building
This component of the framework has aimed to establish the location for building
on the campus of
University of a residential building in the upper
energy class. Once the location is established, the construction of the experimental
building remains dependent on the building permit.

1.2 Obtaining Legal Conditions to Permit the Experimental
Building Construction with MCCHP System
Under this component of the conceptual framework, it was identi
ed the standard
procedure for obtaining the legal conditions for providing the experimental building
and legislative framework to be complied with. Buildings may be constructed only
based on a building permit. The building permit is the authority document of the
local public administration, which ensures the enforcement of the legal measures
regarding the layout, design, execution, and functioning of buildings. The building
permit is issued according to, abiding by the provisions of urbanism documentation,
fully authorized, and approved according to the laws in force. The mayors of cities
or towns issue the building permit for buildings and works of any kind inside and
outside the limits. The building permit is issued within 30 days at the latest from the
date of the application entry, based on the documentation submitted to the
authorities, which shall include:
