In-Depth Information
On the information level, consumers/users of microgeneration technologies have
the right to transparent and cost-related administrative costs based on Article 13,
(e) 29 and the right to be informed on support schemes 30 and bene
ts of using energy
from renewable sources 31 as stated in Article 14, (1) and (6). Finally, the right to be
guaranteed in an
manner that a
share of the received energy comes from RES is ensured by Article 15, (1). 32
As a result, the RES Directive encourages the use of decentralised renewable
energy technologies thus setting out the premises for involvement in security of
supply while helping sustainable development through the use of RES as promoted
through European energy policies. Nonetheless, lacking clear and concise details on
how this can happen, it leaves MS a lot of room for manoeuvre to take necessary
measures.

4.3 EPBD Directive
The Energy Performance of Buildings Directive focuses on energy ef
ciency in
33
and growing. Therefore they must have a share too in reducing both the energy
imports and GHG emissions. In order to get concrete results in achieving the great
unrealised potential for energy savings in buildings
buildings as they
account for 40 % of total energy consumption in the Union
, 34 the use of energy from RES
together with reductions of consumption are needed.
The EPBD Directive is meant to promote and improve the energy performances
of buildings, as de
ned by Article 2, (4), 35
within the Union, taking into account
outdoor climatic and local conditions, as well as indoor climate requirements and
cost-effectiveness
. 36 To this end, an energy performance certi

29 Article 13, (e):
administrative charges paid by consumers
are transparent and cost related

30 Article 14, (1):
MS shall ensure that information on support measures is made available to all
relevant actors, such as consumers
.
31 Article 14, (6): MS shall develop suitable information, awareness raising, guidance or
training programmes in order to inform citizens of the bene ts and practicalities of developing and
using energy from renewable sources .

Article 15, (1): For the purposes of proving to final customers the share or quantity of energy
from renewable sources MS shall ensure that the origin of electricity produced from renewable
energy sources can be guaranteed as in accordance with objective, transparent and non-
discriminatory criteria
.

the calculated or measured amount of energy needed to meet the energy
demand associated with a typical use of the building, which includes, inter alia, energy used for
heating, cooling, ventilation, hot water and lighting
