Perhaps the best way to manage risk is to prevent problems from hap-
pening in the first place. Keeping a tight rein over outsider contracts is
critically important. Status meetings, walk-throughs, quality assurance,
and other software-engineering and project-management techniques
should be used.
SUMMARY
Procurement in many organizations is a hit-or-miss affair. CIOs need to
recognize that this is an important aspect of the project, as selecting the
correct vendor (and solution) can make or break a project. The process of
procurement management needs to be standardized, as does the process
of project management. In all cases, a procurement plan should be created
that details the steps taken to research and then select the most cost-effec-
tive technologies or services.
Procuring any product or service requires the organization to review
