2. Information and its value must be identified by its current keep-
ers. It must be authenticated and documented. Stewardship must
be identified or assigned. The metadata must be capable of being
universally available so that the data contained within can be lev-
eraged by all who are authorized to use it.
3. A mechanism will be required to maintain identified metadata
information that can be listed, categorized, and show steward-
ship, level of privacy/security, and location of information. There
is a need for unified metadata information management to make
it accessible for all agencies.

vacy, confidentiality, and information sharing. This requires the
development of data-use agreements.
5. Data will need to be structured for easy access and management
by adopting enterprise data standards.
6. Identified data should be used from existing sources and not
recaptured by new development.
7. Standards should be adopted to provide more global sharing
capabilities.
8. Management tools will be required to maintain and manage a
metadata repository.
9. Change-control procedures will need to be defined and adopted
to ensure that the metadata repository is current.
10. Methodology will be needed to publish and disseminate infor-
mation on the data available for sharing.

12. Policy and procedures will need to be established to maintain
timely and accurate enterprise-wide geographic information.
13. Policies for service-level agreements will need to be defined to
determine the availability and level of service.
14. Enterprise-wide systems will be needed to support the creation,
storage, and retrieval of documents, images, and other informa-
tion-rich objects that are used within processes or are exchanged
with external organizations and constituents.
