repetitive process, taking place at the planning stages of identifying
information needs and continuing throughout the life of the project,
it is imperative to a project's proper development.
The actual event of defining “development and management
requirements” is quite common; it occurs every time the details of a
project are defined. For the purposes of this discussion, we are focus-
ing specifically on defining the level of involvement of the spatial/
associated-natural-resource data component of project planning.
2. Identification and enforcement standards, design, and implementa-
tion : Identification standards simply are guidelines to help main-
tain data collection/updates, definitions, and validation protocols.
Enforcement standards are guidelines to help ensure that the iden-
tification standards are followed. Both functions are based on the
outcomes of the development and management requirement phases
described in item 1.
Successful implementation of data management depends on intel-
ligent up-front data design, e.g., following up on standards agree-
ments, constructing a data model, and setting up the actual system.
The actual implementation should always follow the physical design
process.
3. Data and mapping standards : To ensure that your databases, data
entry forms, acceptable codes, applications, etc., are all share-
able, consistent, and scientifically sound, data standards should be
designed in advance. Given the large amount of data processing, it
