Database Administration
The focus of this section is the database administration subcomponent of
data administration. It should be noted that the duties of the data admin-
istrator and the database administrator may overlap; these duties can be
performed by one or more persons in the organization.
Both the DBA, who utilizes a technical perspective, and the data steward,
who utilizes a content perspective, must work together to build a frame-
work that promotes and provides several data management functions. In
simplest terms, the DBA is responsible for the database framework and all
transactions (inputs and updates) associated with the data set.
At the physical (project) level, the DBA must focus on the detailed needs
of the individual users and applications. The database-development aspect
of data management shoulders the bulk of the responsibility for develop-
ing data models and database implementation. Data development involves
the analysis (planning), design, building, maintenance, documentation,
and monitoring aspect.
Database administration duties include:
1. Formulates a conceptual model of the database in conjunction with
the system-level data-administration requirements. As a result, the
DBA must be identified/assigned at a project's earliest stages to pro-
vide a background and establish the project's scope needed in the
model.
2. Works closely with the system administrator to ensure that the phys-
ical environment is conducive to design and development, e.g., iden-
tifying appropriate physical space, networking, and access criteria.
3. Coordinates the development and implementation of procedures
that will ensure data consistency, integrity, and quality with the data
steward.
4. Builds a data structure conducive to an enforcement of standards
as developed at the system level of data administration and by data
stewards. Although the ultimate responsibility for identification of
standards related to the data and processes resides with the data
steward, it is the responsibility of the DBA to build a data structure
conducive to the enforcement of these standards.
5. Ensures that data structures are suitable for analysis and application
development. Performs database tuning to ensure efficient input,
update, and retrieval of data.
