the reverse of the English emphasis on 'mandatory' indicators.
Arguably the weak element in the Scottish system is the limited attention given
to delivery. The guidance includes only two paragraphs on 'developing an action plan'
which it is suggested should be reviewed annually. In practice the translation of local
strategies into deliverable programmes will be the subject of continuing dialogue with
the Scottish Executive, particularly as far as decisions on the funding of larger schemes
is concerned. Overall it would be an interesting research question as to how far the
difference in formal requirements and procedural arrangements in Scotland and
England are reflected in differences in local transport delivery.
